About
Born and raised in Chambersburg, PA, LT Tom Toohig graduated from United State Naval Academy (USNA) in 2016, where he earned his Bachelor of Science in Chemistry. While at USNA, he volunteered for submarine duty, and upon commissioning into the United States Navy, he attended Nuclear Power School in Charleston, SC and then Nuclear Prototype Training in Ballston Spa, NY.
Career
LT Toohig served aboard USS TOLEDO (SSN 769) from February 2018 to September 2020. While on board his primary duties included Chemistry & Radiological Assistant and Assistant Engineer Officer. He also accepted extra duty to serve as the ship’s SCUBA Diving Officer after graduating Honor Man from the rigorous Navy SCUBA Diving course in Panama City Beach, Florida. During his time on board, USS TOLEDO successfully completed two Operational Reactor Safeguard Exams (ORSE), one Diving Operation Readiness Inspection (DORI), ICEX 2020, and a 2019 EUCOM deployment. The ship’s performance while on deployment earned the Navy Unit Commendation and a Battle Efficiency Award. Following ICEX 2020, LT Toohig help manage and conduct extensive pre-overhaul testing in preparation for the ship’s forthcoming availability
In September 2020, LT Toohig moved to San Diego, CA to report aboard CARRIER STRIKE GROUP NINE (CSG-9), where he served as Deputy Chief of Staff, Assistant Future Plans Officer and the Assistant Submarine Operations Officer. While at CSG-9, he planned and executed several multi-national engagements, dual carrier operations, sustainment exercise, Naval Service Game 2021, Large Scale Exercise 2021, Northern Edge 2020, and one western pacific deployment. While on deployment in the South China Sea, LT Toohig qualified and stood Battle Watch Captain (BWC) in Tactical Flag Command Center (TFCC).
In April 2022 LT Toohig moved back to Pennsylvania to be an instructor at the Pennsylvania State University, Naval Reserve Officer Training Corps unit (NROTC) at University Park. He serves as a naval science instructor teaching naval history and the officer candidate advisor. He is also pursuing a master’s degree in finance through the university.

LT Toohig personal decorations include Navy Achievement Medal (2) and Navy Accommodation Medal (1).
